Our Story
QBE stands for Qualified by Experience. It is not just a name. It is a belief that the best procurement outcomes come from people who have navigated complexity, delivered results in live operating environments, and earned their expertise the hard way.
Too much procurement advice is built on frameworks borrowed from textbooks and applied generically from the outside. QBE Consulting was founded to offer something different. Advisory and transformation support that is grounded in how organisations actually operate, led by someone who has built procurement functions from scratch, redesigned broken ones, and stayed until the change was genuinely embedded.
Meet the Founder
Debbie Hack is a procurement transformation specialist with 18 years of senior experience across property, real estate, financial services, and government. She specialises in procurement transformation, helping organisations move from fragmented, immature procurement environments to structured, high-performing functions built for how they actually operate. The focus is always on doing things better, embedding change that sticks, and building the internal capability to keep it that way.
Before founding QBE Consulting, Debbie held senior procurement leadership roles at a national industrial property developer and a global real estate services firm. She has built procurement functions from the ground up, managed portfolios exceeding $8 billion in assets, delivered sustained cost reductions across major service categories, and led governance and capability uplift across complex decentralised organisations.
Debbie holds a Bachelor of Law and Bachelor of Commerce from Monash University and has been recognised with innovation awards across two organisations. She has been a panellist at the Forefront Supply Chain Summit on Procurement Transformation and contributes actively to responsible procurement through RAP Council membership and Supply Nation accreditation.
QBE Consulting was founded because organisations deserve procurement support that is grounded in how they actually operate. Not generic advice applied from the outside, but genuine transformation led by someone who has built, redesigned, and embedded procurement functions from the inside.

QBE Consulting brings direct, hands-on experience in Modern Slavery compliance, supplier diversity, Aboriginal business engagement, and ESG integration across sourcing and contract management.
This experience is drawn from active RAP Council membership, Supply Nation accreditation, and direct contribution to the Property Council of Australia's Modern Slavery Working Group. It is embedded into every engagement as standard practice rather than offered as an optional add-on.
